Recently, an international merchant successfully obtained a Certificate of Chinese Fiscal Resident, with the help of the tax bureau of Yiwu, a county-level city in Jinhua, Zhejiang province, resolving cross-border payment settlement challenges caused by documentation requirements from overseas partners.
As a hub for tens of thousands of global entrepreneurs involved in transnational trade and investment, Yiwu has established a "three-in-one" service system that integrates policies, tools, and services to provide comprehensive tax support for foreign taxpayers.
In June, Jinhua pioneered the launch of "the tax facilitation module for foreigners in Zhejiang", offering policy interpretation, case analysis, real-time exchange rate calculators, tax treaty databases, and multilingual Q&A from professional tax officials.
Complementing these efforts is the "Blue Goose" volunteer team at Yiwu International Trade Service Center, composed of expats from six countries, including Iran, South Korea, and Afghanistan. Since 2024, this group has supported 733 foreign-funded enterprises in cross-border business.
This year, the Yiwu tax bureau has issued 34 Certificates of Chinese Fiscal Resident for foreign nationals, processed 72 external payment filings, and the foreign exchange payment reached $4.37 million. The comprehensive processing efficiency of cross-border business has increased by more than 30 percent.
