The inner city, centered around the palace area, is enclosed by city walls. Ruins such as tombs, the tableland of settlements (including handicraft workshops) and ancient river ways scatter in the inner city.

The outer city, consisting of the ruins of settlements, workshops and tombs, lies at the periphery of the inner city. Seventeen tablelands form a semi-enclosed contour of the outer city. The outer city tablelands and the river network form a water town landscape.
