Zhoushan in East China's Zhejiang province registered 43 foreign-invested enterprises from January to July, up 34.38 percent year-on-year.

That was the highest growth rate recorded in the province and was also well above the provincial average of 0.79 percent.

The new enterprises brought in combined registered capital of $308.8 million, bringing the city's total to 786 active foreign-invested enterprises with $15.19 billion in registered capital.

To lower market entry barriers, Zhoushan has introduced integrated measures.

The city has advanced market access integration across the Yangtze River Delta region. This allows foreign investors already registered in Shanghai, Jiangsu, Zhejiang, and Anhui to set up new business entities by submitting certified copies of qualification documents from their original registration authority.

Full online registration is now available for enterprises funded by foreign investors, with expanded use of verified electronic signatures for an entirely paperless process.

The city is also offering incentive policies to attract advanced manufacturing and high-quality services.

Zhoushan High Tech Industrial Zone led all areas with 12 new foreign-invested enterprises, accounting for 34.88 percent of the city's total. Dinghai district followed with nine new foreign-invested enterprises, accounting for 20.93 percent.

During the period, the distribution of foreign-invested enterprises newly established in Zhoushan continued to expand, covering 15 countries and regions. Investors from Hong Kong remained the main driver, accounting for 55.81 percent of the new enterprises.
