Previously, AliPay of Alibaba Group and Tencent WeChat launched their health QR codes and promoted them on a nationwide basis. Health QR codes have become "necessities for travel" in 2020.

In light of grave challenges from the increasingly more serious epidemic abroad and the domestic growing imported cases, “international health QR codes” have been lately promoted in Zhejiang Province based on "big data + grid-based" epidemic prevention and control to manage people entering Zhejiang Province from abroad with QR codes.

"Health QR codes" are based on truthful data. Citizens or people returning to work can get individual QR codes after declaration and approval.

In the afternoon of 16th March, the Information Office of the Zhejiang Provincial Government revealed at the press conference on prevention and control of Covid-19 that international health QR codes are promoted according to the actual situation of returned overseas Zhejiang people, overseas Chinese, international students and other foreigners. Appropriately distinguished from domestic health QR codes, international QR codes are classified into orange, yellow and green ones. By 12 o'clock on March 16th, 31,000 international health QR codes had been issued.

Zhejiang Province is a big province open to the outside and in charge of many overseas Chinese affairs. It has been put in higher risks with the rapid spread of Covid-19 in the world.

At present, greater efforts have been made to collect and analyze information of people entering Zhejiang Province from abroad. Roles of the overseas Chinese chamber of commerce and overseas Chinese relatives are brought into play. They not only advise and comfort returned overseas Chinese but also set up frontline checkpoints and provide frontline services.

Practically strengthen a responsibility system for the first terminals. Especially at airports and ports, health inspection and quarantine are separately performed on people from abroad according to the risk classification of international flights for the purpose of early detection, reporting, isolation, and treatment.

此前，阿里巴巴支付宝、腾讯微信都推出了自己的健康码方案，并向全国进行推广，健康码成了2020年人们的“出行必备”。

而针对国外日益增加的疫情和国内输入性病例增多的严峻挑战，近日，浙江省依据“大数据+网格化”防控模式，推出“国际版健康码”，对入境人员实施“依码管理”。

“健康码”是以真实数据为基础，由市民或者返工返岗人员通过申报、审核后，生成的个人二维码。

3月16日下午，浙江省政府新闻办举行新冠肺炎疫情防控工作新闻发布会透露：现在针对返浙华人、华侨、留学生及其他外籍人士实际情况，推出健康码国际版，与国内版适当区分，实行橙黄绿三色分类。截至16日12时，已发放国际版健康码3.1万张。

浙江是对外开放大省和侨务大省，随着新冠肺炎疫情在全球快速扩散，该省面临更大风险。

目前，浙江已加强对入境来浙人员的信息收集研判，发挥侨团商会和侨胞亲属的作用，既劝侨安侨，又关口前移、服务前移。

切实强化首站负责制，特别是在机场口岸，依据国际航班风险等级，分类实施入境人员卫生检疫工作，确保早发现、早报告、早隔离、早治疗。
