On August 21, China's first-ever evaluation index system for the level of rule of law of procuratorial organs held a press conference for 2019 at Changxing County. It is learned from the event that the county’s procuratorate received a score of 89.39 points in 2019, 4.2 points higher than the same period of last year. 


It is said that the system was co-built by the procuratorate of Changxing County and the Institute of Law of Shanghai Academy of Social Sciences, which was ever honored as an innovation fruit of procuratorial organs of Zhejiang Province in 2018. The system comprises six first-level indicators including judicial standardization, efficiency, transparency, civilization, convenience and guarantee degrees, 22 second-level indicators such as safeguarding the right of action and 64 third-level indicators. The specific weight of each indicator is confirmed by adopting Delphi method and analytic hierarchy process, which shows characteristics such as scientificity, sustainability and operability.


In order to further identify the rule of law of judicial organs accurately, deeply find out their weak links in legal construction, effectively improve judicial work, set up a good judicial image, enhance the public trust of judicial organs and uphold fairness and justice, since the beginning of this year, the procuratorate of Changxing County has entrusted the Institute of Law of Shanghai Academy of Social Sciences to continuously deepen the research on evaluation of rule of law, perfect the evaluation indicator system for the level of rule of law and deeply carry out the evaluation and research for 2019 and has formed an evaluation report.


It is learned that the relevant data of this year were mainly collected through methods such as issuing over 500 copies of public opinion polls and work evaluations, with an aim to objectively and comprehensively reflect the various elements in the legal construction of procuratorial organs and systematically reflect the conditions of rule of law of such organs. The relevant responsible person of the provincial procuratorate said, to move ahead, they would keep improving the indicator system to make the indicator analysis more reasonable, scientific and accurate.
