The 25-year stay in Naqu, Tibet

In May 1995, the first batch of cadres assisting Tibet from Zhejiang Province arrived in Naqu with the great trust of the Central Committee and the Provincial Party Committee. Over the past 25 years, more than 600 cadres in 9 groups have successively travelled nearly 4,000 kilometers from Zhejiang to Naqu.

Luosang Chilie, a senior in Lhasa's Naqu High School, still remembers teacher Hu Zhao from Zhejiang, “Mr. Hu gave lessons with his heart rather than mere language. He told us that the outside world was wonderful. And one should never study only for the sake of college entrance examination, for learning is a lifelong career."

For patients in Tibetan areas, hope comes along with Zhejiang cadres. To combat the local common diseases, doctors from Zhejiang cooperated with caring agencies to jointly carry out large-scale screening treatment.

Xing Zhirong, the leader of the first group of cadres to assist Tibet, can still recall the condition of Naqu 25 years ago: the narrow and potholed streets as well as the low and sparse houses served as receptionists. "The villages and towns are equivalent to those of mainland in the 1950s and 1960s." Years after, however, Naqu is now crowded with buildings and streets, even traffic jams may occur at moon. Behind the changes are strings of Zhejiang footprints.

What has changed is not only the appearance of Naqu, but also people's ideas.

Animal husbandry, as the backbone of Naqu, once stuck in the way. Xu Ming, head of the second batch of Tibet assistance working group from Hangzhou and Naqu’s county party committee secretary, proposed that it was necessary to change from the traditional self-sufficient and extensive animal husbandry to the modern industrialized and ecological one after in-depth investigation.

Minga, head of the base, said, "Now a new business model of "Base + Cooperative + Herder" is adopted with the establishment of more than 10 dairy products sales departments in Naqu and Lhasa. In the past, herdsmen didn’t see the importance of selling milk products. Now, however, they actively sell yak milk to cooperatives every morning."

To aid is to gain. Many Zhejiang cadres argued that they had learned about modesty, generosity and resilience from the Tibetan brothers. Paba Qunzeng, head of Naqu County in the 1990s, has worked with two groups of Zhejiang cadres. He said, "What impressed me most is their persistence and innovation. I learned a lot by working with them."

Such a scene is experienced by aid workers when they are about to leave Naqu: local cadres and masses sincerely bid farewell while the road is flanked by high-flying arms, and Tibetan aid workers were submerged in overwhelming Khata.

A relevant leader of the Development and Reform Commission of Tibet autonomous region maintained, "Counterpart support has made many Tibetans realize that we are not isolated, and we have relatives all over the country." Meanwhile, many Zhejiang people also feel that Tibet is not far away. Cadres who have assisted Tibet said, “We are not alone. Behind us are more than 50 million Zhejiang people!”
