The area where Ms. Chen and her colleagues are mainly concerned about is called Nantang Street. The street is located at the downtown of Wenzhou city and is also known as a national 4A scenic spot. The traffic could reach approximately 20 thousand visitors in the peak time. In the viewpoint of Ms. Chen, the place is highly suitable for popularizing the knowledge to the local residents.


How to popularize the knowledge in a more digestible manner? Ms. Chen has managed to mobilize the local residents by introducing a partnership program called "Guardian for Peace". 


What is the "Guardian for Peace" partnership program?


According to Ms. Chen, the program will engage community policemen to act as the main body and encourage them to mobilize all stakeholders of the street including the shop owners, telecom companies, property management personnel, and so on, to join the social campaign against the telecom fraud crime. 


In addition, the Nanpu police station where Ms. Chen is in her terms of office, has released a batch of innovative installations including the anti-fraud telephone booth, 24/7 Awareness Pavillion, and so forth, so as to engage more visitors to get aware of the telecom fraud crime.

Up to the present, a total of 35 shops have been include in the program, covering an average of 7,000 tourists visit each day.
