The China Quality (Hangzhou) Conference finally closed on September 17. 

From September 16 to 17, 2021, nearly 600 delegates from more than 50 countries, 14 international and regional organizations, and related enterprises and social groups gathered in Hangzhou, China, to attend the China Quality (Hangzhou) Conference, with the theme of "Quality, Digital, Green, Integration" for in-depth exchanges and to achieve a broad consensus.

At the closing ceremony, Hangzhou Mayor Liu Xin released the "Hangzhou Quality Initiative". The details are as follows: 

We recognize that the current new COVID-19 epidemic is still rampant, a serious impact on the global economy and trade, the international community urgently need to overcome the difficulties and tide over the difficulties together, strengthening global quality cooperation is the right thing to do, the urgent need. Digitalization, intelligence, networking as the representative of the scientific and technological revolution and industrial change to deep development, clean production, green consumption, low-carbon life is emerging, greatly enriching and expanding the meaning, concept, and practice of quality. The changing world calls for innovative quality and upgraded quality for a better future. We should act actively to promote quality change, climb the quality ladder, deepen quality cooperation, and promote mutual benefit and win-win.

We advocate：

1. Continuously keep pace with the times and innovate the concept of quality. Quality is the crystallization of the progress of human civilization, and quality carries people's aspiration for a better life. We should make all-around quality changes from concept, target, system to specific areas, fulfill social responsibility while pursuing economic performance, be environmentally friendly, meet multiple target requirements of enterprises, governments and consumers in a dynamic and balanced way, and better create economic, social and environmental values.

2. Use digital technology to empower quality upgrades. Currently, the Internet of Things, artificial intelligence, blockchain, and other technologies are rapidly and widely used, bringing new opportunities and challenges to quality management and quality improvement. To embrace digital technology, integrate it into quality practices, and improve the overall effectiveness. Create digital quality, establish quality traceability system, improve quality mutual trust mechanism, and improve total factor productivity.

3. Focus on green and low-carbon, and promote quality development. A good ecological environment is the fairest public product and the most universally beneficial welfare of people's livelihood. To green, low-carbon, environmental protection as a new quality attribute, into the product design, inspection, control, improvement, and other whole life cycle quality management. To improve the measurement, standards, and certification system to support green development, promote the realization of green, low-carbon, recycling in all aspects of production, circulation, and consumption, to create a community of life of people and nature.

4. Adhere to the inclusive, strengthen quality assurance. Quality should adhere to the people-oriented, to meet the diversified, multi-level consumption needs, so that the fruits of development benefit all people. To continue to improve the disposable income of residents, enrich the quality of variety, effectively meet the quality needs of different groups of people, and promote the upgrading of consumption. To effectively ensure the safety of food, drugs, consumer goods, improve the quality of education, medical care, pension, and other basic public services.

5. Promote interoperability and quality sharing. Measurement, standards, certification and accreditation, inspection and testing, and other quality infrastructure is an important cornerstone of international economic and trade cooperation. We should follow the principle of joint construction and sharing, and pragmatically promote multilateral and bilateral cooperation and exchange of quality infrastructure. To continuously improve the system of technical regulations, the rational use of technical trade measures, reduce friction and barriers and promote trade and investment liberalization and facilitation.

The Conference reaffirms and calls upon the world to cherish and uphold the above consensus, and to focus on promoting digital empowerment, green development, exchange, and mutual understanding, and quality upgrading, so as to contribute to promoting global economic development and creating a better future for mankind.
