China's State Council issued on Monday a comprehensive work plan for energy conservation and emission reduction as part of the 14th Five-Year Plan (2021-25), highlighting detailed plans to achieve carbon peak and neutrality within decades.

While ensuring the completion of energy conservation and emission reduction goals during the 14th Five-Year Plan, the blueprint also lays a solid foundation for achieving the carbon peak and carbon neutrality goals.

The plan clarifies that by 2025, the national energy consumption per unit of GDP will be reduced by 13.5 percent compared with 2020 and the total energy consumption will be reasonably controlled. 

Moreover, the total emissions of chemical oxygen, ammonia and nitrogen will drop by 8 percent, nitrogen oxides will fall by 10 percent and volatile organic compounds will be reduced by more than 10 percent compared with 2020.

The plan deploys 10 key projects with specific goals and tasks, including green upgrade projects in key industries, energy conservation and environmental protection improvement projects in parks, urban green energy conservation and renovation projects, and projects for transportation and logistics energy conservation.

All regions, departments and relevant units must fully understand the importance and urgency of energy conservation and emission reduction work and unify thoughts and actions into the decision-making and deployment of the Central Committee of the Communist Party of China and the State Council, the plan said.
