Identify talents by development needs

 

"In Hangzhou, Li Qingheng is not the only case," said Chen Jian, the deputy director of the Talent Office in the Hangzhou Municipal Party Committee. Hangzhou has been endeavoring to build a city of the best talent ecosystem and hopes to form a good environment that everyone desires to be successful, everyone strives to be successful, everyone can be successful, and everyone gives full play to his or her talents.

 

Apart from Li Qingheng, many other professionals from different industries are considered as high-level talents in Hangzhou. For example, Chen Jiheng, a cake baker from Yuhang District, is identified as a Class C high-level talent; Shi Dan, a teacher in Hangzhou Vocational High School in Gongshu District who won the gold medal of hairdressing in the World Skills Competition, is identified as a Class C high-level talent.

 

Chen Jian regards the development of society and the economy as the “wind vane” of talent recognition. Bringing deliverymen, live celebrities, and scientific researchers into the high-level talent category can arouse their enthusiasm for working, and promote economic and social development.

Encourage contributions in different fields

 

Since Hangzhou first issued the catalog of high-level talents, it has undergone two major revisions.

 

"The biggest change is that the talent group coverage is more comprehensive, and the evaluation criteria are more diverse," Chen Jian introduced.

 

The earliest category clearly divides talents into five levels: top talents at home and abroad, national leading talents, provincial leading talents, municipal leading talents, and senior talents, which are respectively referred to as A, B, C, D, and E.

 

In 2018, Hangzhou revised the list for the first time, covering more areas. Besides the Fields Award and Turing Award winners, outstanding talent candidates of "Ten Thousand Talents Plan" of Zhejiang, top ten young science and technology talents of Hangzhou and other high-level scientific researchers, the instructors of the gold medal winners in the National Vocational Students Skills Competition, and the inheritors of the intangible cultural heritage of Hangzhou are added.

 

When the catalog was revised again last year, market elements such as evaluation from enterprises and the society were also included in the evaluation criteria.

 

Ensure high-quality development

 

Driven by talent categorization policy, cities and talents achieve mutual success.

 

Among the 17,613 high-level talents recognized by Hangzhou, the number of science and technology geniuses reaches 10,959, accounting for 62.22%, whereas the number of education and health reaches 3,720, accounting for 21.12%. Technical personnel such as deliverymen occupies more than 5%.

 

A heart-stirring number is that the total number of talented people in Hangzhou reaches 2.767 million.

 

The relevant person in charge of the Talent Office of the Provincial Party Committee believes that Hangzhou, as the provincial capital, has been paying attention to playing a leading role in scientific and technological innovation and talent recruitment, strengthening the function of platform innovation policy source, building innovation and entrepreneurship circles, and creating the best talent ecology. All of them can ensure the high-quality development of Hangzhou and the whole province.

 

It is learned that Hangzhou is still making efforts to create the best talent ecology. Directed by the user-oriented thinking method, Hangzhou is exploring the use of talent code. Depending on the APP of Citizen Card, Hangzhou Talent Code integrates talent services such as medical and health care, children's education, house purchase and settlement, mass entrepreneurship and innovation support, transportation and travel, entertainment, and tourism.

 

The first phase of the project has been launched. So far, more than 10,000 talents have received and used the talent code, which has been widely praised by users.
