Changxing County, a tranquil place in Zhejiang is famous for its positioning as a pilot county of civilization practice. 

Changxing has a long history of exploring the improvement of the social credit system. In recent years, this traditional idyllic county has made a big step by initiating the establishment of a "credit archives system" for local residents.

 How does the "credit archives system" work? 

After carefully carried-out research and observation, Changxing has finally released the "4+X" assessment structure. "4" refers to personal morality, family virtues, professional ethics, and social ethics." X "is composed of two positive and negative indicators, such as participation in compulsory blood donation, voluntary service, charitable donation, etc., which are positive indicators, while non-compliance with regulations on changing customs and dishonest management are negative indicators. Changxing implements a hundred-point system of quantitative scoring, giving each index a certain score, plus points for positive indicators, minus points for reverse indicators. Statistics are conducted quarterly, and the total score is the "credit score" of the household. 

During the interview, Hu Zongfu, secretary of the Party branch of Yuquan Village, said that members of the judging panel are selected on a rotation basis. Villagers are invited to take turns to participate in the assessment process. Nowadays, uncivilized behaviors have decreased significantly. Instead, people are becoming much more socially responsible. More and more villagers start to donate blood voluntarily, to take part in the volunteering works of flood control, and also to make more financial donations. 

How to use the credits? 

The Changxing Civilization Credit Archive System platform will automatically generate three different colors of "civilized credit code" based on the quarterly scores. The green code is equal to "excellent", the blue code means "meeting the standard", and the red code is "waiting to be promoted". All family members can apply for the code through the local mobile application "掌上长兴" (literally means "Changxing on hand), where the quarterly credit score of each household is published in a prominent place. 

Households who have been awarded the "green code" can incentives such as free scenic spots tours, shopping discounts, priority medical treatment, free physical examination, and other benefits when they show their code.
