On the afternoon of April 27, the Hangzhou Municipal Government released the 2020 Ten People's Livelihood Projects, including three issues such as the "Family Elderly-oriented Renovation" program. 

Three Basic Services and Two Outreach Services

This Year 1,070 Households of Elderly Will See Their House Renovation Dream Come True

This year, households of the whole city will be covered for renovation, and a total of 1,070 households of economic difficulties, old age, disability, and mental retardation, and elderly families living alone were in Elderly-oriented Renovation.

The "Family Elderly-oriented Renovation" program will be implemented for the elderly’s house in five aspects including floor, wall, living room, kitchen, bathroom, according to the principle of One Policy for One-family Renovation Services.

Family Elderly-oriented Renovation is composed of three stages. First, through the pre-evaluation screening to determine the object for Family Elderly-oriented Renovation and make it public. After that, a household assessment is carried out to complete the one-family for one-policy design, and the renovation service is officially launched. After the completion of the acceptance work of Elderly-oriented Renovation, facility maintenance and safe use agreement will be signed by the elderly family and the renovation service agencies.

The Family Elderly-oriented Renovation applies average expense standard of 6,000 yuan per household, while appropriate adjustment of subsidy standards may be implemented according to the local actual and individual family conditions,

In order to meet the requirements of different elderly people in a different living environment, in some areas, it may also carry out partial or overall reconstruction and renovation services according to the demand of individual elderly, and the expenses exceeding the subsidy standard shall be borne by the individual.

Equipped with Six Service Functions

30 Town/Street Model Family Elderly Homes to Be Built This Year

This year will see an increase of 30 town/street Model Family Elderly Homes outside the main urban area. By 2021, a Model Family Elderly Home is expected to be built in each township (street) in the city. 

Model Family Elderly Home shall have six service functions including life service, rehabilitation care services, foster care services, family support services, social work, and psychological counseling services, and rental services for rehabilitation aids.

Combination of Low-end, Medium-end and High End

Increase 2,000 Beds for Elderly Homes

In order to further promote the construction of elder homes, increase the supply of beds, optimize the bed structure of elderly homes, and meet the needs of the elderly to live in elderly homes, this year will see an increase of beds in elderly homes in Hangzhou by 2,000, which will speed up the formation of elderly home development pattern i.e. "low-end security, middle-end supply, and high-end market".
