Dagang Community is China’s first industrial community without a residential committee. Zhu Hongming, who is 48 years old, is the CPC Branch Secretary of the community. Unlike other community cadres, she serves 651 enterprises and approximately 100,000 corporate employees within the community. Since the outbreak of COVID-19, there have been no confirmed or suspected cases with COVID-19 in Dagang Community. All enterprises within the jurisdiction have resumed their production in order. How could this have been possible?

 

On 23rd January, the first-level public health emergency response was activated in Zhejiang. On the same day, Zhu Hongming took the lead in canceling the upcoming holiday of the Chinese Spring Festival and required everyone to return to their posts immediately.

 

"I started screening at once to firstly clarify people’s whereabouts within the community," Zhu Hongming reported logically in a calm voice. Meanwhile, she asked for assistance in the WeChat group of their community’s CPC members. Less than half an hour later, 84 corporate CPC members responded to her.

Under the lead of Zhu Hongming, community workers and CPC members made more than 30,000 phone calls that day. They acquired information about whereabouts of 27,892 non-local employees and 928 employees who returned to their homelands in Hubei Province to spend the Chinese Spring Festival. They convinced 859 employees who returned to Hubei Province during the Chinese Spring Festival to delay their return to Ningbo.

 

As the epidemic situation turned better, enterprises’ work and production resumption were put on the agenda. Zhu Hongming integrated forces and built a temporary CPC branch. Afterward, they promptly drafted the flowchart and schedule for work resumption. Led by her, the temporary CPC branch kept continuous and efficient running. It conducted a field survey, verification and reporting on the same day as enterprises applied for work resumption. 5 days after the initiation of work resumption, 260 enterprises started operations in succession within the community, and more than 30,000 employees went on duties in order.

 

Preparing a certain amount of anti-epidemic materials was not only a premise for work and production resumption but also a “big difficulty”. Before formal work resumption in early February, Zhu Hongming creatively launched the “supply chain supermarket” in the WeChat group of community entrepreneurs, to help enterprises contact suppliers of anti-epidemic materials.

 

After solving problems on anti-epidemic materials, Zhu Hongming also launched the services of “shared employees” within the community.

  

At present, enterprises in Dagang Community have generally returned to their normal state after work and production resumption. However, Zhu Hongming doesn’t become slack. She is ready to arrange training on skills improvement, information-based management, and community marketing for enterprises. In addition, she plans to develop a “red route for industrial tourism” of the community. “Crisis is also an opportunity, no matter to enterprises or to our community,” said Zhu Hongming.

“马上排查,先摸清底数。”朱红明思路明晰,不慌不忙。与此同时,朱红明又在社区党员微信群里请求协助,不到半个小时,就有84名企业党员响应。

 

在朱红明带头下,社区工作者和党员当天就拨打了3万多个电话,掌握了27892名非甬籍、928名春节返乡湖北籍员工轨迹信息,成功劝导春节返乡湖北籍员工延迟返甬859人。

 

随着疫情日渐向好,企业复工复产提上日程。朱红明整合力量成立了临时党支部,第一时间排出复工流程图、计划表。她带着临时党支部连续作战、高效运转,实现企业复工申请当天踏勘、当天核验、当天上报。复工工作启动5天,社区内就有260家企业陆续开工,3万余名员工有序到岗。

 

准备一定的防疫物资是复工复产的必要条件,也是“大难关”。2月初,正式复工前,朱红明在社区企业家微信群中创新上线了“供应链超市”,帮助企业牵线对接防疫物资供应商。

 

解决了物资,朱红明还在社区范围推出了“共享员工”的服务。

 

眼下,大港社区企业复工复产已基本恢复正常。但朱红明仍没有松懈,她准备为企业对接推出系列技能提升、信息化管理、社群营销等培训,还计划为社区打造一条“红色工业旅游线”,“危机亦是机遇,不论是对企业还是对社区。”朱红明说。
