At present, Wenzhou has 689,000 overseas compatriots, which approximately account for 1/3 of the total population in Zhejiang Province. In light of overseas epidemic circumstance, Wenzhou innovates "origin support + spheres radiation" dependent upon a platform serving the overseas Chinese, to create service scenes for online political affairs, integrated emergency responses, telemedicine, and materials donation, so as to help overseas compatriots fight against COVID-19 in local areas.


1. Creating a “one-stop” service scene for online public affairs


Firstly, to set up more service outlets. 


Secondly, to provide more services. Build volunteer lawyer teams to help compatriots to fight against COVID-19, and to promote coordinated "anti-epidemic" publicity matrices between overseas Chinese media and local publicity platforms to release policy changes, popular sciences on epidemic prevention, warm-hearted services, measures announcements, risk warnings, and other related information.

 

Thirdly, to improve the mechanism for handling affairs, and to include the "acceptance for lack of part of materials" in the working mechanism of the platform serving overseas Chinese people.

2. Creating a “multi-dimensional” service scene for integrated emergency responses

 

Firstly, to build "workgroups for protecting overseas compatriots+emergency response groups for presidents of overseas Chinese associations".


Secondly, to build a "health league for people of the world and Wenzhou".


Thirdly, to guide the building of overseas volunteer teams.


In addition, to establish “one-to-one” pairing assistance mechanisms. Leaders of overseas compatriots pair difficult overseas compatriots and Chinese students abroad to build overseas Wenzhou “air rescue stations” for Chinese students abroad, to help Chinese students abroad in psychological assistance, accommodation and travel and so on.

 

3. Creating a scene for “24h non-stop” remote medical services

 

Firstly, to build “internet-based hospitals for overseas compatriots”.

 

Secondly, to build expert panels among all people of the world from Wenzhou.

 

Thirdly, to build "online makeshift hospitals".

 

4. Creating a “full-chain” service scene for materials donation

 

Firstly, optimize procedures. Develop closely linked global assistance procedures pursuant to the model of “material collection+material channels+material distribution”.

 

Secondly, expand channels. Found special funds for aiding overseas Wenzhou compatriots.


Thirdly, guarantee reasonable distribution.

 

温州市现有海外侨胞68.9万人,约占全省总数的三分之一。针对海外疫情发展形势,温州市依托为侨服务“全球通”平台,创新“原点支撑+圈层辐射”模式,构建线上政务、应急联动、远程医疗、物资捐赠四大服务场景,助力海外侨胞当地抗疫。


一、构建“一站式”线上政务服务场景


一是增设服务网点。

 

二是增加服务事项。成立抗击疫情为侨服务律师志愿团。推出境外华文媒体与本土宣传平台相呼应的“抗疫”宣传矩阵,实时发布政策动态、防疫科普、暖心服务、处置通报、风险警示等信息。

 

三是完善办事机制。将“容缺受理”办法纳入为侨服务“全球通”平台工作机制。

二是拓宽渠道。成立面向海外温籍侨胞的专项援助基金。
