1. "A recession is inevitable in Germany"

8. Western media: China actively shares its experience in the fight against COVID-19

12.英国"方舱"启用

德国当地时间3月31日上午,《明镜》披露,耶拿市政府计划在一周内引入强制性规定,要求人们在商店、公交等公共场所佩戴口罩,以降低新冠病毒的传播感染风险。这是第一个强制要求民众佩戴口罩的德国城市。一天前,奥地利政府正式宣布要求民众在超市购物必须佩戴口罩。

3.德国食物正在涨价,尤其这些还面临短缺风险!


德国食品行业联邦协会(BVE)主席Stefanie Sabet表示,“当前,供应链中有很多因素会影响最终价格。除了一些农作物缺乏采收工人外,食品生产业和零售业也出现了人手匮乏的局面。”

 

在德国,谷物、糖类作物以及胡萝卜等部分蔬菜都可用机械收割,产量基本不受疫情的影响。但草莓、芦笋、西红柿、黄瓜、茄子等作物属于劳动密集型,每年都要靠大约30万来自东欧的季节性工人帮助播种和采收。如今由于疫情引发边境封锁,工人们无法来到德国,这就可能导致这些农作物出现减产,进而影响其价格。

4.比利时12岁女孩成欧洲最年轻病亡者


据《图片报》报道,一名感染新冠病毒的12岁女孩病故,不仅是比利时首个儿童死亡病例,还是目前欧洲已知的最年轻病故者。比利时联邦政府疫情发言人表示,如此年轻的死亡病例“非常罕见”,并表示她的死亡“震惊了我们”。他又指出,女童病故前发烧了3天。病毒学家Steven Van Gucht表示,在发烧3天后她的健康状况突然恶化。根据官方数据,截至4月1日,比利时确诊患者已达12775人,死亡人数累计至700人。

5. 欧委会计划追加1000亿短时工补助,德国承担1/4


据《法汇报》报道,新冠病毒疫情对欧洲各国经济造成了严重冲击。欧盟委员会计划为意大利、西班牙及其他“重灾区”国家追加高达1000亿欧元的援助资金,用于短时工补助。欧盟委员会主席乌尔苏拉·冯德莱恩表示:“欧洲有成千上万个企业陷入困境。该笔援助资金能够帮助企业,为员工提供短时工补助,而无需解雇他们,一旦疫情平息,企业能够迅速恢复运行,有利于经济重启。”欧盟各国必须根据其自身经济水平共同负担,德国所应承担份额约占总数的四分之一。

6.意大利"新冠"死亡率并未高于其他国家


截至4月1日,意大利的死亡率为11.9%,中国为4%,而德国仅为1.12%。意大利的死亡率之高引起全世界的关注。究竟是统计“数字造假”,还是“统计误差”?相差悬殊的新冠疫情死亡率背后,既有在疫情统计、防疫措施和医疗资源投入方面的不同,也存在着人口结构和社会习惯不同等客观因素。

 

国际医疗专家认为,每个国家所处的疫情阶段不同,所波及的社会群体也存在差异,进而导致死亡率的差异。此报告发布时,德国的疫情尚处在早期阶段,感染者以社会生活更为活跃的年轻人为主;随着疫情的发展,德国新冠疫情会波及老年人群体,可能导致死亡率持续上升。一些科学家相信,在德国,疫情尚未达到高峰,这一点日后可能会导致更高的死亡数字。

因此,只要疫情还在继续,各国、各大洲在病例数量和死亡率方面就继续会显示出巨大差异。只有在疫情减弱后,才能获得相对可靠的数字和统计。

7. 维也纳市长收到来自中国的防护口罩


31日上午十时许,一辆装有四万个FFP2防护口罩的奥地利医疗资源运输卡车缓缓驶入维也纳市政厅中庭,在那里等待这辆卡车的不仅有包括奥地利国家广播电视台在内的奥地利主流媒体的长枪短炮,还有中国驻奥地利大使李晓驷、参赞余锋和维也纳市长米夏埃尔·路德维希博士,以及奥地利华人总会名誉会长陈安申博士等奥地利侨界代表。

 

这四万只防护级口罩,是奥地利侨界为了援助奥地利抗击新型冠状病毒感染肺炎疫情而向维也纳市政府捐赠的防护物资。

 

这也是奥地利侨界首批向奥地利捐赠的防护物资。

8.西媒:中国积极分享抗疫经验


近日,马云公益基金会和阿里巴巴公益基金会发起并资助浙江大学医学院附属第一医院数十位“抗疫”一线专家撰写的《新冠肺炎防治手册》正式发布。多家西班牙媒体对此进行报道。此外,西班牙卫生部一直呼吁大家不戴口罩,中国疾控中心主任高福在接受媒体采访时指出,欧洲不戴口罩是很大的失误。

9.西班牙355万人失业


《20分钟报》报道,受新冠疫情影响,西班牙3月的就业数据是史上最“惨烈”的记录之一。社保登记人数减少833979人,创史上最大跌幅,缴纳社保的人数降至1840万人,而失业人数激增302365人,目前西班牙总失业人数将近355万人。

 

另据《国家报》报道,截至3月31日,劳工部已批准或有待批准的“临时工人变更计划”(ERTE)申请共有约300万份。

10法国向中国订购10亿只口罩


据法国Franceinfo新闻台3月28日报道,法国已向中国订购10亿只口罩,其中7400万只为FFP2型(N95)。法中两国之间将架起“空中桥梁”,通过56次往返飞行完成运送,法航将参加运送活动。据悉,每周四趟安东诺夫运输机执行口罩交运,每架运输机可运载1830万只口罩。据悉,法国政府为了此次行动紧急租赁运输机,一次往返费用150万欧元。

11. 【克罗地亚】许尔文大使赴机场迎接抵达克罗地亚的抗疫医疗物资


3月29日,一架来自中国、满载抗疫医疗物资的包机徐徐降落在克罗地亚萨格勒布弗拉尼奥·图季曼国际机场。这是克自中国采购的首批物资,中国无偿援助的医疗物资将于近期跟进抵达。许尔文大使和克罗地亚总理办公厅主任佩特希奇很高兴来到机场迎接,我馆经商参赞刘恺等也陪同前往。

12.英国"方舱"启用


英国首家“方舱”医院已经建立完成,3日开始正式工作。这个位于东伦敦的ExCeL会议中心的紧急临时医院,命名为NHS南丁格尔医院(NHS Nightingale Hospital)。

 

该医院的皇家开业仪式由查尔斯王子主持。但由于查尔斯最近刚从确诊的轻症Covid-19病例中康复,因此他在数百英里外的苏格兰,通过视频进行了线上的启动仪式。
