On 18th March, the Notice of the Office of the Leading Group for Preventing and Controlling COVID-19 in Wenzhou on Further Strengthening Current Epidemic Prevention and Control was printed and distributed. The measures were implemented from 19th March. Meanwhile, the controls were firstly classified based on risk levels of imported cases, and rules on people coming to Wenzhou from abroad were further clarified.

It was in the Notice that overseas outbreak countries (areas) were first proposed to be classified at four risk levels, namely high, relatively high, moderate and low risks. Meanwhile, people coming to Wenzhou from abroad were classified for separate control.

People coming to Wenzhou from four countries with high risks (Korea, Italy, Iran, and Japan) and 5 countries with relatively high risks (France, Germany, Spain, Singapore, and America) should be isolated for 14 days together.

People coming to Wenzhou from 16 countries (areas) with moderate risks, including Thailand, England, and Australia, are transferred to corresponding jurisdictions for control. These people shall isolate themselves at home. 

Except for the above three categories, people coming to Wenzhou from countries (areas) with low risks shall report to communities (villages) or employers within 1 hour after they arrive at their destinations or residences, and isolate themselves at home for 14 days.

In addition, people coming to Wenzhou from countries (areas) with low risks will be arranged to stay in an area for 14 days of isolation by the local government if they don’t have fixed residences.

Overseas outbreak countries (areas) are classified according to the Notice the Office of the Leading Group for Preventing and Controlling COVID-19 in Wenzhou on Further Strengthening Classified Control over Overseas Imported Cases to update news about overseas epidemic on a real-time basis. For updates, refer to the official documents and the latest releases of authoritative media. 

The reporter has also been told that according to overseas controls of Wenzhou, it is clearly specified that “isolation and medical expenses shall be independently borne.” The expenses for centralized isolation are determined according to the actual conditions of local isolation points. In principle, patients who haven’t bought medical insurances shall independently bear their medical expenses. 

3月18日，温州印发《温州市新型冠状病毒肺炎疫情防控工作领导小组办公室关于进一步做好当前疫情防控有关工作的通知》，措施自3月19日起执行。同时，首次根据疫情输入风险程度分类划分管控措施，进一步明确对境外人员来温的相关规定。

《通知》首次提出了境外疫情国家（地区）按高、较高、中、低风险程度四类划分，同时对不同类别的来温人员实行分类管控：

对韩国、意大利、伊朗、日本等4个高风险国家，法国、德国、西班牙、新加坡、美国等5个较高风险国家的入境来温人员，一律实行集中隔离14天；

对泰国、英国、澳大利亚等16个中风险国家（地区）的入境来温人员，移交属地管控，实施居家隔离14天；

除以上三类外的低风险国家（地区）抵达目的地或居住地后，需在1小时内向辖区社区（村）或单位报告，并实施居家隔离14天。

此外，如中、低风险国家（地区）来温人员没有固定居所的，由当地政府统一安排14天集中隔离。

境外疫情国家（地区）划分参照《浙江省新型冠状病毒肺炎疫情防控工作领导小组办公室关于加强境外疫情输入分类防控的通知》实施，将根据境外疫情动态，进行实时更新。更新内容可参照官方文件、权威媒体最新发布。

记者还了解到，温州境外管控措施明确“隔离、医疗费用自理”原则。集中隔离费用标准，视当地隔离点实际而定。医疗费用方面，未参加医疗保险的人员，医疗费用原则上由患者个人负担。
