Hangzhou Customs' 16 new measures to boost Zhoushan as a global bunkering hub

Hangzhou Customs unveiled 16 targeted measures on July 7 to support Zhoushan in East China's Zhejiang province in building a globally competitive bonded marine fuel bunkering center.

Designed to enhance regulatory efficiency, ensure security, improve service convenience, and crack down on smuggling, the measures are planned to elevate Zhejiang's role in global commodity logistics and energy supply chains.

In support of long-term industry development, the measures also encourage expanding bonded oil spot and futures trading varieties, boosting the financial attributes of bulk commodities and optimizing the marine fuel supply chain. 

Under the new rules, qualified enterprises can apply to convert bonded, export-supervised, and domestic trade warehouses to better match operational needs.

Zhoushan's role as a bunkering hub continues to grow. In 2024, the city's bonded marine fuel supply reached 7.26 million metric tons, maintaining its position as the fourth-largest bunkering port globally.

From January to June, Zhoushan recorded 3.39 million tons in bonded marine fuel supply, a 2.87 percent year-on-year increase.
